For any facility that prepares hazardous materials for transport or is a transporter of hazardous materials, employers and drivers of commercial motor vehicles transporting property or passengers in interstate commerce, or facilities located in, under, on, or adjacent to waters subject to U.S. jurisdiction and engaged in operations that may pose a security threat.
