EPA Proposes Allowance Allocation and Trading Program for Phasedown of Hydrofluorocarbons

Summary: EPA is proposing to implement an allowance allocation and trading program to phase down hydrofluorocarbon (HFC) production and consumption as directed by the American Innovation and Manufacturing (AIM) Act enacted on December 27, 2020. The proposed regulation would establish the HFC production and consumption baselines; establish the allowance allocation program; determine an initial approach to allocating calendar-year allowances; establish requirements to support compliance with phasing down HFC production and consumption; and establish recordkeeping and reporting requirements.
