Action Forcing Change
Summary: BSEE is amending and updating the regulations for oil and gas production safety on the Outer Continental Shelf (OCS). Specifically, the final rule updates the incorporated edition of referenced standards; adds gas lift shut down valves to the list of safety and pollution prevention equipment; and replaces the requirement for operators to certify through an independent third party that each device is designed to function in the most extreme conditions to which it will be exposed with requirements for device design testing, documentation of the process the operator used to ensure the device is designed to function as required, and independent third party review and certification of a device if the device is moved to a different location. Additionally, the final rule clarifies the requirements in the existing regulations and corrects errors.
