TCEQ Revises the Emission Banking and Trading Program Regulations

Action Forcing Change Summary
The Texas Commission on Environmental Quality (TCEQ) is revising the Emissions Banking and Trading (EBT) regulations. TCEQ is revising the EBT Program rules to address the implementation issues associated with crediting emissions reductions from area and mobile sources. The adopted rule has a two-tiered system to provide flexibility for area and mobile sources that may want to generate credits while ensuring that any reductions used to generate credits are surplus to the state implementation plan (SIP).
