Modification of the Hazardous Waste Manifest System

Action Forcing Change
Summary: EPA has announced its final decision to establish a national e-Manifest system. The system will establish for the first time a national repository of manifest data, and a means to efficiently share manifest data with RCRA authorized state partners and with the public. The final electronic manifest requirements promulgated in this final rule will be implemented in all states on the same effective date. This final rule is effective as a final agency action on August 6, 2014, however the implementation and compliance date for these regulations will be delayed until such time as the e-Manifest system is shown to be ready for operation and the schedule of fees for manifest related services has been announced. EPA plans to publish a further document in regard to fees and dates subsequent to August 6, 2014.
