Hazardous Materials Transportation: Harmonization with International Standards

Action Forcing Change Summary
PHMSA is amending the Hazardous Materials Regulations in order to maintain alignment with the International Maritime Dangerous Goods Code (IMDG), the International Civil Aviation Organization's Technical Instructions (ICAO TI), and the U.N. Recommendations on the Transport of Dangerous Goods. These amendments update placarding and packaging requirements and include revisions to the Hazardous Materials Table, the List of Marine Pollutants, special provisions, air transport quantity limitations, and vessel stowage requirements. Additional changes include the reciprocal recognition with Canada for DOT cylinders and special permits as a result of coordination with Transport Canada.
