Pipeline Operational Status and Abandonment

Rule Change Summary
PHMSA has issued an advisory bulletin to owners and operators of hazardous liquid, carbon dioxide, and gas pipelines to clarify terms relating to pipeline operational status. PHMSA only considers pipelines to be either active and fully subject to all parts of the safety regulations or abandoned. Operators must follow specific regulatory requirements in the abandonment of pipelines.
