Action Forcing Change Summary
FMCSA is amending the Federal Motor Carrier Safety Regulations (FMCSRs) in response to petitions for rulemaking and safety recommendations from the National Transportation Safety Board (NTSB). Equipment safety changes include defining "major tread groove" to indicate tire wear during inspections, not allowing operation of a CMV with tires that have a speed restriction of 55 mph or less, and clarifying that in states that do not require rear license plates, the lamp is also not required. Additional amendments include clarifying when violations or defects noted on roadside inspection reports need to be corrected; eliminating roadside inspections as meeting the requirement for the annual periodic inspection; removing reference to roadside inspections from inspector qualifications; and revising the Minimum Periodic Inspection Standards to include additional inspection of antilock brake system, tires, and motorcoach seat anchors.
