Action Forcing Change Summary
DHS is temporarily suspending the requirement for chemical facilities affected by the Chemical Facility Anti-Terrorism Standards (CFATS) to submit Top-Screens and Security Vulnerability Assessments (SVAs) while DHS transitions to new Chemical Security Assessment Tool applications ("CSAT 2.0") for Top-Screens, SVAs, and Site Security Plans (SSPs). CSAT 2.0 will enable DHS to collect information that differs from that previously collected in response to the CFATS Act of 2014 which requires an improved tiering methodology in determining risk. Top-Screen submissions will then be restarted as DHS individually notifies facilities, including some previously determined to not be high-risk, to submit a Top-Screen using the revised application, expected in September 2016, followed by reinstatement of the Top-Screen and SVA submission requirements in 6 CFR 27.210(a) on October 1, 2016. DHS will continue to allow affected chemical facilities to submit new and revised SSPs and Alternative Security Programs.
