California OSHA Standards Board Proposes PSM Standard for Petroleum Refineries

New Action Forcing Change Summary
The California Occupational Safety and Health Standards Board is proposing a process safety management standard that would apply to petroleum refineries and would reduce the risk of major incidents and eliminate or minimize process safety hazards to which employees may be exposed. The proposed standard includes requirements for maintaining process safety information; completing and documenting an effective Process Hazard Analysis; developing and implementing effective written operating procedures and a number of other written assessments and programs related to process safety management; training of employees; selecting and working with contractors; developing procedures for management of change, emergency planning and response, and incident investigation; ensuring employee participation; and conducting audits every 3 years.
