New Regulations for Blowout Preventer Systems and Well Control for Oil, Gas, and Sulfur Operations in the Outer Continental Shelf

New Rule Summary
The Bureau of Safety and Environmental Enforcement (BSEE) is adding new regulations to consolidate the equipment and operational requirements for offshore oil and gas drilling, completions, workovers, and decommissioning. The final rule will incorporate industry standards, revise existing regulations, and adopt reforms in areas of well design, well control, casing, cementing, well monitoring, and subsea containment in relation to blowout preventer (BOP) and well-control requirements. Additionally, the final rule implements multiple recommendations resulting from investigations into the Deepwater Horizon incident, incorporates guidance from Notices to Lessees and Operators (NTLs), and revises provisions related to drilling, workover, completion, and decommissioning operations to enhance safety and environmental protection.
