Description:

This module presents the requirements of the Resource Conservation and Recovery Act (RCRA). SPILL PREVENTION

Who Should Use It:

Designed for use at facilities which are engaged in drilling, producing, gathering storing, processing, refining, transferring, distributing, using, or consuming oil and oil products or at which hazardous materials are handled.

Description:

This module determines applicability of and provides the requirements for spill prevention, control and countermeasure (SPCC) requirements for petroleum and non-petroleum oils under the Clean Water Act. Response Plan requirements under the Oil Pollution Act are also covered. Release reporting requirements under the CWA, OPA, CERCLA, EPCRA, and RCRA are reviewed. The user is provided with an outline for applying SPCC planning requirements to hazardous materials currently not regulated under these rules.

TRANSPORTATION

Who Should Use It:

Any facility that prepares hazardous materials for transport or is a transporter of hazardous materials. Employers and drivers of commercial motor vehicles transporting property or passengers in interstate commerce. Facilities located in, under, on or adjacent to waters subject to U.S. jurisdiction.

Description:

This module reviews the Department of Transportation's (DOT) requirements for shipping and transporting of hazardous materials, including the DOT HM-181 provisions and the DOT’s Motor Carrier Safety Regulations. The module includes DOT training requirements, security plan requirements, emergency response information, and shipping preparation, including documentation, marking, labeling, placarding and packaging. It also reviews DOT regulations for the transportation of radioactive materials, and regulations governing international transportation of hazardous materials. The module also covers commercial driver’s license regulations, drug and alcohol testing requirements, driver qualification, equipment safety, hours of service, inspection, repair and maintenance requirements for employers and drivers involved in interstate motor carrier operations.
